Web-based image editors are editing tools that you can use online, without the need to download and/or install any programs. These will work on my most computers, regardless of operating system. You can open up these editors right inside your browser window and edit from there, as long as you're connected to the internet.

Splashup - This interface is amazing in that it allows you to do almost everything you can do with Photoshop. I had layers, filters, the works. You can edit pre-existing images with it or start from scratch. Be aware, though, that I have had trouble saving when I am done. If you're not willing to take the risk, don't use it... But if all else fails, you can always screencap the finished document and put it in Paint or something.

FotoFlexer - This is the image editor that is included with Photobucket. If all you're doing is adding or editing text, you'll be good to go. Otherwise, the more advanced features get a little weird to use.

Downloadable software is a file, or set of files, that you put on your computer and install, so you can use it any time, offline or online, as long as you are on your computer. All of these programs are free and legal to use.

GIMP is a program that basically has all the tools photoshop does. It's referred to as the free photoshop alternative among a lot of circles. Gimp does not initially look like Photoshop, but there's a different version to make the interface a little more user-friendly, called GIMPShop if that's you're thing. GIMP is for Windows, Mac OS X, and Linux. GIMPShop only works with Windows, however.

Paint.NET is another alternative to Photoshop. It has most of the same features and works well if you do not like GIMP. Paint.NET is for windows only.
